Surat: Chamber submits memorandum to Finance Minister to resolve practical issues of MOOWR units

Surat, August 22. The Southern Gujarat Chamber of Commerce and Industry (SGCCI) has submitted a detailed memorandum to Union Finance and Corporate Affairs Minister Nirmala Sitharaman to address the practical problems and administrative hurdles faced by industrial units operating under the Manufacturing and Other Operations in Warehoused Regulations (MOOWR), 2019, as per the Customs Act, 1962.

Chamber President Ashok Jirawala stated that several industrial units in the textile, solar module, chemical, and engineering sectors in South Gujarat have made significant investments under the MOOWR scheme. However, industries are facing difficulties due to procedural ambiguities and delays in approvals. The chamber has demanded the removal of the obligation to surrender old MOOWR licenses and pay all duties when a new PAN or IEC is issued during a company's merger, demerger, or change of firm to company.

Instead, it has suggested allowing the updating of the new PAN/IEC in the old license. Additionally, the chamber has requested that supplies made by MOOWR units to SEZ and FTWZ be granted 'export' status and that benefits of RoDTEP and duty drawback be extended to them, similar to EOU and SEZ units. According to the chamber, this would benefit industries by providing refunds on local taxes and promoting exports.
