The San Diego City Council is in flux, but the hot-button issues are not. No matter who fills the seats at City Hall, there will still be battles over development, the budget, Flock cameras and more. Five of those council seats were essentially in play Tuesday, given that one council member was in a hot race for a congressional seat. Two seats are in play now, in Districts 4 and 5, the former because incumbent Henry Foster III is in trouble and the latter because Marni von Wilpert soon will be leaving City Hall behind to represent the 48th District in the nation’s capitol. So a special election is in the offing, but as for Tuesday’s results, Kent Lee, in District 6, easily outpaced his challenger, and in the latest returns, released Thursday evening, Nicole Crosby and Antonio Martinez are maintaining comfortable leads in the race for the two open council seats, in Districts 2 and 8. The other incumbent, though, Foster, trails challenger Martha Abraham and has every reason to be uncomfortable. What does this all mean for the council to come? Our Tessa Balc has more .
