A People's Tribunal constituted by retired civil servants has found that the Delhi Police used disproportionate force, including nail-fitted batons, electric batons and pellets, and carried out arbitrary mass detentions that disproportionately targeted students and Muslims during the July 2026 protests against exam paper leaks.
A People's Tribunal has found that the Delhi Police used force far beyond what was necessary and proportionate against students and young people protesting paper leaks in July 2026, with nail-fitted batons, electric batons, expired tear gas shells and pellets used against unarmed crowds.
The report was released on Saturday, 31 October, at the Press Club of India in New Delhi. It examines police action against the student and youth protests between 20 and 25 July 2026.
The Tribunal was constituted by the Constitutional Conduct Group, a collective of retired civil servants committed to the defence of the Constitution. It was chaired by Justice Anjana Prakash, senior advocate at the Supreme Court and former judge of the Patna High Court. Its members were Aditi Mehta, Gopal Krishna Pillai, Mohan Gopal, Radha Kumar and Tanika Sarkar, and Harsh Mander was the convenor.
